The U.S. Department of State (DOS) has released the November 2025 Visa Bulletin, showing no changes from October across all employment-based categories. The U.S. Citizenship and Immigration Services (USCIS) has confirmed it will continue to use the Dates for Filing chart (Chart B) for both family-based and employment-based Adjustment of Status (AOS) applications this month.
Each Visa Bulletin includes two key charts:
- Final Action Dates (Chart A): Indicates when a visa number is available and a green card can be issued.
- Dates for Filing (Chart B): Shows when applicants may submit Form I-485 or begin consular processing, even if a visa number is not yet available.

Since USCIS is using Chart B, applicants with priority dates earlier than the Dates for Filing cutoffs may file Form I-485 this month, even if their Final Action Date is not yet current.
There is no forward movement in any employment-based category, with continuing backlogs for India and China in EB-2 and EB-3. However, EB-5 Set-Aside categories (Rural, High Unemployment, and Infrastructure) remain Current, allowing eligible investors to file immediately.
